Professional valuation is the determination of the value of real estate or other property by a specialist who has all permits for carrying out this type of activity and experience in performing similar works.

Let’s start with the concept of “similar work.” Each company specializes in carrying out work with certain types of property. For example, a professional aircraft appraiser, who has been studying the features of determining the cost of aircraft throughout his career, is unlikely to be able to qualitatively evaluate the subject of antiques. Even if he has the appropriate permission. Another example. Now most appraisal offices are engaged exclusively in the valuation of real estate for re-registration of rights to it from a notary (sale, gifting, inheritance, etc.). If such specialists undertake the preparation of documents on the market value of the same real estate, but for presentation in court, with a high probability you can expect problems with these documents. Which in turn will lead to loss of time and losing positions of the party in court. We started with the experience of carrying out such works for a reason. No matter how many licenses, certificates, certificates and regalia the appraiser has – without experience he will not be able to make a really high-quality professional valuation.

What is meant by permits? It goes without saying that the appraiser had to undergo training in the specializations with which he planned to work. After training, the future specialist undergoes a one-year internship with more experienced colleagues (with confirmed experience in the specialty for at least several years). As a result of the internship, the “young” specialist receives recommendations from the employer and has the right to pass the qualification exam. In case of its successful preparation, a qualification certificate of the appraiser is issued.

This “mess” with permits for professional valuation does not end there. The qualification certificate itself is good, but the data of the appraiser must be entered in the special register of State Property Fund of Ukraine. And in order for this permit to be valid, it must be confirmed at least once every two years at special refresher courses.

But that’s not all. Not all customers know that the appraiser cannot in itself engage in professional valuation. Such activity can be carried out exclusively as an employee of an evaluation company or having received an additional certificate as an entrepreneur – a subject of evaluation activity. And, of course, information about this is also entered into another register of SPFU.

How not to run into scams?

Let’s put it bluntly. Not everyone understands that they need a professional valuation, especially when it comes to preparing documents for a notary. Just to get lower price. Moreover, both the price of the services of the company itself and the cost of real estate, so that you can save well on taxes and mandatory payments.

The fact that the appraiser and the company need to be checked in advance for the presence in the above registers of the SPFU is a matter of course. However, once again, that the availability of permits does not guarantee a professional quality valuation.

Now the State Property Fund of Ukraine is constantly working to identify and deprive the qualification of such unscrupulous appraisers. After all, an incorrect valuation is not just a kind of typographical error, it is a criminal offense – falsification of documents. Each report for a notary is fully downloaded and registered in a special Unified database of SPFU reports. The initial check is automatically carried out by the Electronic Valuation Module. But in some cases it can be “cheated” and still be able to register a clearly underestimated estimate.

Therefore, employees of the State Property Fund of Ukraine regularly selectively check the reports prepared for submission to the notary. And in case of detection of fake valuation, not only can they take away from the company permits for professional valuation, but also subsequently invalidate the transaction itself. And since it passed at a lower cost, then the former buyer will have the right to return only that part of the payment for the apartment that was reflected in the valuation and/or contract of sale.
